Note the next to last paragraph - "If you're unsatisfied with your own attempts to improve search rankings, then think about hiring outside help. But take bids from several firms, and get a list of previous clients to interview and see how much their search rankings improved." You know your business better than anyone else and should always attempt to do something first before looking externally.
